There are two levies that will come before voters on the Nov. 4 ballot in Bellingham. Happy Valley PTA encourages you to vote YES on these two measures, which will provide important funding to our operations and maintenance budgets. In October 2025, voters will receive the ballot including the two school levies in the mail. Return and postmark the envelope by Nov. 4, 2025; no stamp needed.

Supplemental Operations Levy

This three-year measure is in response to the state legislature slightly increasing what is known as the “levy lid.” The levy lid is the maximum funding our state allows school districts to raise through local levies. This levy would allow us to collect additional funding to support ongoing classroom and staffing needs and help stabilize our budget moving forward.

Facilities Maintenance Levy

This six-year capital levy focuses on maintaining and preserving our school buildings, which are also community resources outside of school hours. The facilities maintenance levy would fund projects that keep schools safe and energy-efficient, such as roofs and windows, furniture, preventive maintenance in schools, and projects that make schools welcoming and accessible to all.

We appreciate the work of our capital levy committee, which included school and district staff, community members and parents. Their recommendation helped us decide to put these levies forward to our community.

Past Education Funding Advocacy

As the state legislature begins to craft the budget for the 2025-27 biennium, we needed parents and caregivers to demand they fully fund PreK-12 education.

We asked parents to take 1-2 minutes to send this very easy email to their representatives.

Our PTA worked hard to get the word out about upcoming budget cuts and asked Happy Valley parents and supporters to take action to prevent those cuts, by contacting their legislators and asking them to fully fund K-12 education.
